U.S. authorities do not need warrants to conduct searches and electronic surveillance of American citizens overseas, the 2nd U.S. Circuit Court of Appeals has ruled. The decision makes it easier for the U.S. government to investigate terrorism outside the country without concerns about Fourth Amendment rights.
